The Kansspelautoriteit (KSA), the Dutch gambling authority, has recently unveiled its first-ever comprehensive annual report, providing an in-depth analysis of its activities throughout 2022. This detailed report comes on the heels of the swift expansion of the regulated Dutch iGaming market, which began in October 2021.
In the report, the KSA placed significant emphasis on the Dutch self-exclusion system, Cruks. The authority revealed that close to 30,000 new users had registered with the system in 2022 alone, increasing the overall user count to over 36,000. The KSA also offered an estimate that around 85% of Dutch gamblers prefer to engage with licensed operators, showcasing the effectiveness of the regulatory measures in place.
Additionally, the comprehensive report provided an extensive overview of gambling licenses in the Netherlands. Out of the 24 licenses issued by the KSA, 21 are currently active and being used by operators within the country. Furthermore, the KSA is evaluating 13 more applications from potential operators seeking to enter the Dutch market. The authority disclosed that only a third of submitted applications have been granted thus far, indicating the stringent criteria and high standards expected of operators within the regulated market.
Fines to Illegal Operators
The report also delved into the fines levied by the KSA during 2022, which amounted to nearly €30 million. The regulator emphasized that, in most situations, a simple warning or a cease-and-desist letter is sufficient to deter unlawful operators from catering to Dutch players. However, the KSA stated that more stringent enforcement actions are needed for persistent violators who continue to flout regulations.
One such enforcement action occurred towards the end of 2022 when the KSA imposed fines totalling over €27 million on six firms for various infractions. The regulator’s ability to levy significant penalties demonstrates its commitment to maintaining a secure and regulated gambling environment within the Netherlands.
In conclusion, the KSA’s inaugural comprehensive annual report provides valuable insights into the regulated Dutch iGaming market’s growth and the authority’s efforts to ensure a safe and responsible gambling landscape.
The report showcases the KSA’s dedication to upholding high standards, enforcing regulations, and supporting responsible gambling initiatives. As the market continues to evolve, the KSA’s vigilant oversight will remain a crucial factor in maintaining a well-regulated and thriving iGaming industry in the Netherlands.
